제도부흥제와 ‘제도부흥’의 기억
1930년 3월 24일에서 26일까지 도쿄 도심에서 개최된 제도부흥제는 천황을 비롯한 유력 인사들과 많은 관람객으로 성황을 이뤘다. 제도부흥제는 관동대지진이라는 재해 에서 연유되었다는 특이점을 지녔다. 관동대지진이 발생하자 일본 정부는 그 대책으로 도쿄를 대대적인 도시계획을 통해 근대적 도시로 탈바꿈시켜서 제국의 수도(‘제도’)로 ‘부흥’시키려는 제도부흥사업을 추진하였고, 그 성공적 종료를 알리기 위해 제도부흥제 를 개최하였다. 일본 정부의 ‘제도부흥’ 주장에는 긍정적 메시지를 통해 지진에 따른 사회적 불안과 위기에 대처하고자 한 정치적 의도가 담겨 있었다. 그 중심인 도쿄시는 일찍부터 진재 부흥전람회, 제도부흥전람회와 같은 행사를 열어 ‘부흥’을 강조하였고, 뒤이어 제도부 흥제까지 개최하였다. 제도부흥제의 내용을 보면, 천황이 제도부흥사업을 대표하는 장 소들로 행행을 하였고 공식 발언이나 출판물들은 그 성공을 거듭 강조하였다. 이처럼 제도부흥제는 ‘제도부흥’의 성공이라는 평가를 공식화하기 위한 정치 이벤트의 성격을 지녔다. 제도부흥제는 대규모 관람객이 운집하여 성황을 이루었고 신문들은 연일 관련 기사 들을 게재하며 축제 분위기를 보도하는 등, 성공한 축제의 면모를 보였다. 그러나 정치 적으로 기획된 ‘제도부흥’의 기억은 오래가지 못했다. 1930년 이후 관동대지진 피해에 대한 기억은 다양한 방식으로 보존되었지만 ‘제도부흥’의 기억은 사라져갔다.

The Tokyo Revival Festival and the Memory of ‘Tokyo Revival’
The special character of the Tokyo Revival Festival in March of 1930 was that it originated from the disaster of the Great Kanto Earthquake. It was held to commemorate the completion of the Tokyo Restoration project and to publicize and record its successes. The Japanese government's claim of ‘Tokyo Revival’ was intended to deal with the social crisis caused by the earthquake by emphasizing positive and progressive messages. In the Tokyo Revival Festival, the emperor traveled to places representing the completion of the Tokyo Revival project and the official statements and records repeatedly emphasized its achievements and successes. The Tokyo Revival Festival was a very successful event with a large number of visitors and lots of positive reports from major newspapers. However, the memory of ‘Tokyo Revival’ message did not last long because it was politically motivated and, by and large, detached from the daily lives of the ordinary people. While the memory of the damages from the Great Kanto Earthquake was preserved by the Japanese public, but that of ‘Tokyo revival’ mostly disappeared.
