‘적기지 공격능력’과 ‘반격능력’의 보유문제에 관한 고찰 ― 일본국내의 논의를 중심으로 ―
2020년 이지스 어쇼어 배치 실패를 역으로 이용하여 당시 수상이던 아베 신조는 오 랫동안 논의의 장에 머물러 있던 ‘적기지 공격능력’의 보유문제를 제기했으며, 퇴임을 선언한 후에도 연말까지 필요한 방책을 제시할 것을 차기내각에게 요청했다. 그런데 아 베의 뒤를 이어 수상의 자리에 오른 스가 요시히데는 이 ‘적기지 공격능력’의 보유에 그다지 적극적이지 않았으며, 아베의 요청은 이루어지지 않았다. 그런데 2021년 9월말 에 행해진 자민당총재선거에서 이 ‘적기지 공격능력’보유문제는 주요한 쟁점이 되며, 결선투표에서 아베의 지지를 기대한 기시다 후미오는 이에 찬성하는 입장을 취하게 된 다. 결국 수상이 된 기시다는 11월 10일 제2차 기시다내각의 발족과 더불어, 소위 안보3 문서의 개정에 있어서, ‘적기지 공격능력’을 포함한 모든 선택지를 고려할 것을 기시 방위대신에게 지시함으로써, ‘적기지 공격능력’보유 문제는 본격적으로 기시다내각의 정책과제가 된다. 그런데 2022년 4월 21일 자민당 안전보장조사회는 ‘적기지 공격능력’ 을 ‘반격능력’으로 변경하였으며, ‘반격능력’의 대상범위에 상대국의 지휘통제기능을 포함시켰다. 그리고 이 ‘반격능력’을 공약으로 내건 2022년 7월 10일의 참의원선거에서 연립여당이 대승을 거둠으로써, 현재 일본정부는 연말에 개정될 ‘국가안전보장전략’에 ‘반격능력’의 보유를 명시하고 그에 입각하여 ‘반격능력’을 가능하게 하는 무기체계를 도입하는 정책을 거침없이 추진하고 있다. 다만 향후 상대국의 지휘통제기능에 대한 공 격에 반대입장을 표명하고 있는 공명당과의 협의가 남아있는 과제라고 할 수 있다.

A Sudy on the Issue of Possessing the Enemy Base Attack Capability and the Ability to Counterattack of Japan : Focus on the Domestic Argument of Japan
In 2020, Prime Minister Shinzo Abe raised his concern about enemy base attack capability and asked the next cabinet to present necessary measures by the end of the year after declaring his resignation. However, Yoshihide Suga, who succeeded Abe as the Prime Minister, was not enough capable of enemy base attack, and Abe's concern was not addressed. However, in the LDP presidential election held at the end of September 2021, the enemy base attack capability became a major concern, and Fumio Kishida, who expected Abe's support in the runoff vote, took a stance in favor of it and eventually became the Prime Minister. On 10 November, Kishida instructed the Minister of Defense to consider all options, including the ability to attack enemy bases, while revising the National Security Strategy. However, on April 21, 2022, the Liberal Democratic Party's Security Committee changed the enemy base attack strategy to counterattack plan and included the commandandcontrol function of the other country as a part of the counterattack action. The Japanese government is now moving ahead with the counterattack plan in the revised National Security Strategy at the end of the year.
