‘자유주의적인 것’ ― 일본의 헌법과 외교안보론에의 투영 ―
이 논문은 상대적으로 빈번하게 언급되는 보수 및 우경화 논의와 달리, 리버럴리 즘 및 리버럴을 포괄한 자유주의적인 것을 통해 일본의 헌법을 중심으로 한 내계성 (국내)과 외교안보 정책과 연관된 외계성(국제)을 검토한다. 첫째, 일본에서도 경제 적 차원을 둘러싼 리버럴 논쟁은 없지 않지만, 보수 정당도 리버럴을 중시한다. 일 본의 특수성은 정치적 차원에 있으며, 일본국헌법 9조가 그 중심이다. 역사적으로 개헌을 둘러싼 논쟁은 있었으나, 탈냉전기 이후 호헌은 혁신에서 리버럴 세력의 논 리로 정착되었다. 다만, 원래 국가의 헌법에는 민주주의와 입헌주의의 길항관계가 있는데, 자유주의적인 것은 그 두 사상에 대해서도 작동되고 있다. 일본의 헌법이 개정된다면, 헌법에 내재되어 있는 자유주의적인 것이 쟁점이 된다. 둘째, 패전 이후 일본의 외교안보 차원에서는 선행적으로 헌법이 국가형태를 결정한 후, 주권회복과 동시에 미일동맹이 발동되었다. 이는 현실주의적 논리를 제공했으나, 한편으로 국제 연합헌장이나 샌프란시스코평화조약에 규정되었듯이 일본에는 다분히 자유주의적인 것이 주어졌다. 현재 일본의 외교안보는 미국을 중심으로 한 자유주의 국제질서를 지지하고, 자유주의에 수반되는 가치들을 내세우고 있지만, 여기에는 위협인식이라 는 공통적 가치를 전제하고 있다. 이러한 측면에서 일본을 둘러싼 자유주의적인 것 의 외계성에는 현실주의의 논리가 융합되어 있다. 이는 힘의 논리를 활용할 수도 있 다는 표리일체의 양상을 보여준다.

Liberalism and Liberal : The Case of Japan's Postwar Constitution and Diplomatic Security
To identify liberalism in Japan, the current study examined Japan's domestic issues, including the Constitution and international issues centered on foreign affairs and national security. Firstly, the specificity of Japan lies in the political dimension, which is based on Article 9 of the Constitution of Japan. That is, the structure to believe that the protection of the Constitution is liberal, and the amendment of the Constitution is conservative are already established. However, in the original constitution of a country, there is an antagonistic relationship between democracy and constitutionalism, and liberalism is applicable to both ideas. If the Constitution of Japan is amended, the mode of existence of liberalism inherent in the Constitution would be an issue. Secondly, after the defeat in the war, the foreign affairs and national security of Japan accompanied a realistic logic of the USJapan alliance as well as restoration of sovereignty, but they also contained liberalism as stipulated in the Charter of the United Nations or the San Francisco Peace Treaty. Currently, the foreign affairs and national security of Japan also support the liberal international order centered on the United States and assert liberal values, but the logic of realism is fused into the foregoing.
