원전사고 10년 후의 후쿠시마에서 생각하는 ｢코로나｣와 ｢올림픽｣
동일본 대지진 10년째를 맞이한 2021년의 일본은 코로나 대유행과 도쿄 올림픽 개 최라는 두 가지 사건에 국민적인 관심이 집중되어 정부의 정책이나 사회적 행보를 자 성하는 기운은 부족하였다. 이는 지진, 쓰나미 피해에 관한 것 뿐만 아니라 현재에도 계속되는 후쿠시마에서의 원전사고에 관해서도 마찬가지였다. 이러한 문제의식하에 본고에서는 후쿠시마시에 거주하는 한 시민의 경험과 식견에 기반하여 코로나와 올림 픽에 대한 일본 사회의 반응을 비판적으로 고찰하고, 그 문제점을 밝히고자 한다. 먼저 코로나 대책으로 보급한 ‘사회적 거리 확보’라는 개념이나 행위가 원전사고 이후 후쿠시마를 향한 차별을 불러일으킨 논리와 행위와 흡사함을 밝히고, 리스크가 있는 사람과 물건과는 처음부터 관계를 갖지 않고 사회적 접촉을 끊는 것으로 안전・ 안심을 얻으려는 사회적 풍조를 비판한다. ‘사회적 거리 확보’는 원전사고 이후 후쿠 시마에 다가오는 시늉을 해오던 외부자가 계속 취해왔던 행위이며, 그 기만성에 대한 무자각・무반성이야말로 이번 코로나에서 의료종사자나 그 가족을 향한 차별이나 ‘풍 문피해’를 생산한 원인이다. 이와 마찬가지로 후쿠시마에서 개최된 올림픽 경기조차 코로나 대책으로서 ‘사회적인 거리 확보’가 우선시되어 ‘무관객 개최’가 되었던 것도 원전사고로부터 10년을 맞이한 후쿠시마의 사람들의 복잡한 감정을 무시한 안이한 판단이었다. 본고에서는 이 ‘사회적인 거리 확보’의 사회 규범화의 경향을 비판하고, 이를 개개 인에게 놓인 상황을 조명하여 상대화하는 것이야말로 원전사고 이후 10년을 겪어온 후쿠시마 사람으로서의 경험을 살린 길이라고 주장한다.

“Corona” and “Olympic” from Fukushima, 10 Years after the Nuclear Accident
In Japan in the year of 2021, the tenth anniversary of the Great East Japanese earthquake, as all the attention of the general public was on the two major events, which included the massive Covid-19 wave and the hosting of the Tokyo Olympics, not much effort was made to contemplate the government’s policies and social activities. This applies not only to the damages made by the earthquake and tsunami, but to the nuclear power plant accident in Fukushima. With these circumstances in mind, this paper is aimed to critically analyze the reaction of Japanese society to the Covid-19 pandemic and the Olympics and reveal the problems identified based on the experiences and opinion of a citizen residing in Fukushima. First, it unveils the similarities between the concept of and activity regarding ‘securing social distancing’ one of the Covid19 measures and the logic and action taken to discriminate Fukushima after the nuclear accident and denounces a social phenomenon among people to secure safety and security by trying not to initiate any relationship with or by severing interactions with people and objects with a risk. ‘Social distancing’ is an attitude of outsiders who pretend to try to get close to Fukushima after the nuclear accident, and the combination of ignorance and no signs of remorse for the deceitfulness is considered as a major contributor to discriminatory practices against, and ‘damage of rumors’ regarding the health professionals and their families who work hard in the face of the Covid-19 pandemic. Likewise, the fact that even the Olympics was held in Fukushima with no audience to prioritize ‘social distancing’ as one of the pandemic measures, was another example of a reckless decision that disregards the mixed feelings of people living in Fukushima who marked the 10th anniversary of the nuclear accident. This paper suggests that an act of criticizing the tendency of integrating ‘securing social distancing’ into the social institutions and relativizing an individual’s unique situations is the only way to bring life to the experiences of a person, who has lived in Fukushima for the past ten years after the nuclear accident.
