문재인정부 한일 갈등의 기원 ― 한일간 한반도 비핵화와 동북아외교 격차를 중심으로 ―
이 글은 문재인정부에 들어와서 한일관계가 더욱 악화되고 있는 근본적인 원인이 무엇인가에 대한 의문점에서 출발하고 있다. 지금까지 한일간 갈등과 대립을 설명하 는 주요한 변수는 역사와 영토문제로 인식되어 왔다. 냉전기 국익과 실리를 위해 한 일 양국이 안보와 경제협력을 우선시하였다면, 탈냉전기 들어 과거사 문제로 한일 양국간 갈등이 격화되고 있다는 주장이 대부분이다. 그러나, 이글에서는 문재인정부 이후 한일간 동북아 외교전략, 한반도 비핵화를 둘러싼 양국간 목표와 전략의 격차 가 크고, 역사 문제 못지 않게 중요한 갈등 요인이라는 점을 강조하고 있다. 한반도 비핵화와 동북아 평화번영을 주장하는 한국에 비하여, 대북 불신과 대중 견제, 미일 공동의 인도･태평양 전략을 주장하는 일본은 그 격차가 두드러지면서 양 국간 전략적 이익을 공유하지 못하고 있다. 한반도 비핵화에 있어서 남북, 북미대화 와 대북제재 완화를 주장하는 한국에 대하여, 일본은 완전한 북한 비핵화에 이르기 까지 대북제재 강화와 납치자문제 해결을 주장하고 있다. 한일갈등의 주요 원인으 로, 역사와 영토 변수 외에도, 한일간 동북아 외교전략의 차이, 한반도 비핵화를 둘 러싼 한일간 인식과 접근법이 크게 달라 신뢰구축이 결여된 점을 자료분석을 통하여 입증하였다.

The Origin of Korea-Japan Conflict in Moon Jae-in Government : The Foreign Policy Divide Between Korea and Japan on Denuclearization of Korean Peninsula and the Vision on Northeast Asian Region
The current study aimed to explain why the KoreanJapanese relations are getting worse in Moon Jaein Government even after the exchange of over ten million people to people in 2018 between the two countries and the occurrence of sixteen times of summit dialogue between Moon Jaein and Abe Shinzo. Prior research reported that the cause of this Korean Japanese conflict such as the compensation of sex slavery or the enforced laborer victimized by Japanese war crimes depend largely on certain historical and territorial variables. However, the present research argues that the KoreanJapanese foreign policy division is also an important variable, as much as the historical one. In other words, the differences between the Korean and Japanese diplomatic vision for Northeast Asian region, especially the different policies on North Korea’s denuclearization, have negative influence on the historical conflict.
