民衆と戦争責任の思想
제2차 세계대전, 넓게는 15년 전쟁의 ‘전쟁책임’ 문제는 전후 일본의 국제적･정치적 과제였을 뿐만 아니라 사회･문화적, 그리고 사람들에게는 가장 중요한 사상적 과제 중 하나였다. 본고는 전후 일본에 있어 민중 레벨에서의 ‘전쟁책임’ 문제를 생각한 사람들의 영위를, 구체적인 사례를 들어 고찰하고자 한다. 우선 일본현대사 연구에서 ‘전쟁책임’의 문제가 어떻게 논해져 왔는가라는 점에 대해 검토하고, 나아가 민중 레벨에 있어 ‘전쟁책임’을 둘러싼 사상을 검토하는 것의 의의를 지적한다. 구체적으로는 나가노현(長野県)에서 태어나 해군경리학교의 생도로서 패전을 맞이한 시라토리 구니오(白鳥邦夫, 1928∼2002)의 사상과 그가 간행했던 잡지 『산맥(山脈)』에 주목한다. 이 잡지는 1947년 『이름도 없는 꽃(名もなき花)』이라는 제목으로 창간, 1950년에 『산맥(山脈)』으로 해제되었다. 이후 현재까지 이어지는 잡지이다. 이 잡지는 민중의 역사를 계속해서 발굴하는 활동을 하고 있는 각지의 사람들이 모인 동호회 ‘산맥회(山脈の会)’가 제작하고 있다. ‘전후 일본에 있어 민중 레벨에서의 ‘전쟁책임’을 생각하는 중요한 하나의 사례로서 산맥회’라는 동호회와 시라토리 구니오의 작품을 평가한다. 시라토리는 ‘나의 전쟁책임’이라는 논문을 발표했다. 또한 회원의 대부분은 각자의 지역에서 전쟁책임과 관련된 사실의 발굴(농민병사의 전쟁체험, 강제연행 문제 등)이나 방법적 문제제기를 하고 있다. 1960년대 이후에 본격적으로 활동하는‘산맥회’가 제기한 민중 레벨에서의 전쟁책임론에는 현대역사학의 맨 앞에 서있는 문제제기와 관련된 논점도 있다. 그리고 현대 일본에서는 전쟁체험의 기억이나 계승뿐만 아니라 전쟁책임･전쟁경험을 계속해 생각하는 민중 레벨의 시도 그 자체의 계승도 과제가 되고 있다.

Thought of The people and Japan’s war responsibility
The War Responsibility for WWⅡ(and Japanese Fifteen-year’s War) is inter-national and political, social, cultural issue in Post-war Japan. As well, the problems of War Responsibility are one of most critical subject of thought for people. In this paper, I argue a practice of people who continue thinking the problems of War Responsibility in Post-war Japan. First, I consider history of research about War Responsibility Problems in the study of Japanese Contemporary History in Japan. In addition, I attempt to indicate significance of people-level thoughts about War Responsibility. In particular, I study Shiratori Kunio’s(白鳥邦夫 1928-2002) thought and his practice. Shiratori was born in Nagano Prefecture(長野県)．He went to Navy Accounting School of IJN(海軍経理学校).When he was student, Japan defeated. After he was demobilized from Navy, he published magazine, named〝Namonaki-Hana〟(Flower without Name：『名もなき花』) in 1947. After that this magazine renewed〝Yamanami〟(Mountain Range：『山脈』) in 1950, afterward, magazine continues to data.〝Yamanami〟is published by Yamanami no kai, the one of famous circle―Writing Group consisting various people in local area, and they discuss and argue War Responsibility and experiences of wartime. I think Shiratori and member of〝Yamanami〟’s thought and practice is important for study of people-level thoughts about War Responsibility. Shiratori wrote precious article titled〝Watashi no Senso-sekinin〟(My War Responsibility：私の戦争責任)．Another members of〝Yamanami〟wrote and surveyed many problems of War Responsibility in local(ex．Theme is War Responsibility for soldier from peasant, or Compulsory entrainment of Chinese and Koreans…). People-level thoughts about War Responsibility what raised by Shiratori and 〝Yamanami〟is important issue related History Study in today. In Japan, I think, not only inheritance of War experience and War Responsibility argue but also inheritance of people-level thought about War Responsibility consist an important theme.
