조선적자의 다양성과 문재인 정부의 입국 허용정책을 둘러싼 쟁점
재일코리안은 국적, 이주시기 그리고 정치적 성향에 따라 적어도 일곱까지 속성으로 구분될 수 있으며, 이들 가운데 조선적자는 북한 내지 조총련, 조선학교와 어떠한 연관성을 가진 이들과 이와 무관한 이들 두 가지로 구분될 수 있다. 이들 두 가지 유형의 조선적자는 공히 통일을 지향하나, 서로 간의 주장과 그 배경에는 차이가 있다. 북한/조총련/조선학교와 친화성이 있는 조선적자들은 통일과정에서 적극적으로 역할을 모색하고 있으며, 한국 입국에 대해서도 적극적이다. 그러나 분단국가의 한 측인 한국정부가 발행하는 여행증명서로 입국한다는 점과 이 근거법이 남북교류법이라는 점은 결국 남한의 권위를 받아들이고 스스로를 ‘북’으로 규정되는 것을 받아들이고 있는 것으로 간주된다. 이에 반해 ‘북’과의 연관성이 없는 조선적자는 여행증명서 자체를 거부하고 있으며, 유일한 태생적 신분증명수단인 일본 재입국허가증에 의한 한국 입국을 촉구하고 있다. 따라서 통일이 이루어질 때까지 분단국가 어느 쪽에도 관여하지 않는다는 입장이다. 이처럼 서로 다른 배경을 가진 조선적자들이지만 한국 입국에 대해서는 공히 종전보다 문호가 개방되어야 할 것이다. 그러나 현행법에 의한 여행증명서 발급으로는 스스로를 ‘북’으로 규정받아도 위화감을 느끼지 않은 조선적자들에게만 혜택이 돌아가고 있다는 점에서 법 개정이 필요하다고 할 수 있다.

Diversity of Chōsen-seki Zainichi Koreans and Moon, Jae-in Administration’s Policies on Their Entries into South Korea
This paper discusses two aspects. One is political diversity of Chōsen-seki Zainichi Koreans and the other is how South Korean government should amend policies on their entries to its territory. Among at least seven categories of Zainichi Koreans, there exist two types of Chōsen-seki. One is those whose backgrounds closely relate to the General Association of Korean Residents in Japan (Chochongryon in Korean) or its ethnic schools, and the other is those who have no tie with them. They are different in several ways. First, non-North Chōsen-sekis severely criticizes both North and South Korean governments whereas pro-North Chōsen-sekis do merely to the South. Second, the pro-Norths want to contribute to the Korea’s reunification process, meanwhile, non-Norths do not actively participate in it. The Moon, Jae-in administration is currently implementing tolerant policy on Chōsen-sekis' entries in South Korea; however, existing legal framework only works for the pro-Norths because the travel permit system is based on the South-North Exchange and Cooperation Law. The system compels non-Norths to be regarded as pro-North, as a result. Therefore, the legal framework should be amended in order to truly embrace both types of Chōsen-seki.
