한국과 일본의 초등보육정책 비교 연구 ― 여유교실 활용을 중심으로 ―

본 연구의 목적은 한국과 일본의 초등보육정책을 비교 검토하고 시사점을 도출하는데 있다. 이를 위해 한국의 초등돌봄교실과 일본의 방과후 아동클럽 정책사례를 비교연구 하였다. 연구결과, 유휴교실 활용에 대한 한국과 일본의 접근 방법에 차이가 있음을 발견할 수 있었다. 일본의 경우 1.57쇼크 이후 학교를 지역사회 자원의 일부로 인식하고 학교 시설물을 적극적으로 개방하고 있었다. 방과후 아동클럽에서 학교시설물을 사용하여 초등보육서비스를 제공할 수 있도록 하고 있으며, 서비스 혜택을 받지 못하는 대기자 수가 최소가 될 수 있도록 학교와 지역사회가 공동으로 노력하고 있었다. 한국에서는 학교는 정규교육과정을 위한 공간이며, 학교를 개방하는 것은 제한적인 상황에서 이루어져야 한다는 관점을 취하는 경우가 많은 것으로 조사되었다. 이러한 연구 결과를 바탕으로 유휴교실을 활용하는 초등 보육정책을 추진하기 위해서는 유휴교실 활용 필요성에 대한 공감대 형성과 지역사회 구성원의 협력과 노력이 필요하며, 유휴교실 활용에 대한 체계적인 계획 수립 및 초등돌봄교실 확대를 위한 실질적인 노력이 필요함을 시사점으로 제시하였다.

Comparative Study on the Child-care Policy of Korea and Japan : Focusing on the Use of Unused Classrooms

The purpose of this study is to compare the child-care policies of Korea and Japan and to draw implications based thereupon. For this purpose, we compared case studies of elementary child-care classrooms in Korea and after-school children’s clubs in Japan. As a result of the study, it was found that Korea and Japan have different approaches with respect to the use of unused classrooms. In Japan, after the 1.57 shocks, schools were recognized as part of community resources and school facilities were opened. This enabled after-school children’s clubs to use the school facilities to provide elementary child-care services, and the school and community are working together to minimize the number of people on the waiting list who are not yet receiving the service. In Korea, the point of view is that schools are a space for regular curriculum education and opening schools should only be done to a limited extent. Based on these findings, it is necessary to establish consensus on the necessity of using these unused classrooms with the cooperation and efforts of the local community in order to promote a child-care policy that utilizes the unused classrooms. In addition, systematic planning is required for the use of the unused classrooms, and there is a need for substantial efforts to expand it.
